For example, if you want to exercise your free speech right to demonstrate, a town can still make you get a permit and hold the demonstration in a park instead of in the middle of the road. You're also not allowed to yell Fire in a crowded theater or defame someone, even though we have a right of FREE SPEECH in the 1st amendment. Same applies to every constitutional right.
