This reminds me of the silly restrictions on firearms ownership from 1996. They were put in place because of one extreme event where 35 people were killed. The expense and restrictions on personal liberty could not possibly be justified.
Now we see something similar with COVID-19.
The government of New South Wales is requiring that all people be tracked at every business and organization, in the name of COVID-19 control, as of July 12, 2021.
This correspondent first learned of this Orwellian control system from a friend living in Australia, yesterday. The first thought was this is an Orwellian conspiracy theory.
A quick check on the Internet brought up an official New South Wales (NSW) web page. From nsw.gov.au:

The Service NSW app collects information from your customers and stores it securely in one place.
The app makes record keeping and contact tracing safe and easy.
Display your unique QR code where it’s easy for customers to see.
When they arrive at your venue, customers can check in with the Service NSW app on their mobile phone.
By selecting ‘COVID Safe Check-in’ and following the prompts, you can verify they’ve checked in to your business.
Customer information will be kept for 28 days and only released by Service NSW for official contact tracing.
It’s easy for you, easy for your customers and it’s COVID Safe.
The restrictions seem a complete overreaction. They are a tremendous expense and intrusion to deal with what is essentially a non-problem. NSW only showed 18 new cases in the last 24 hours. There has been a total of 56 lives lost since the pandemic began, out of a total of 5,808 total confirmed cases. 2,332,860 doses of vaccine have been administered since February of 2021.
The population of NSW is 8.166 million people.
The new restrictions cannot possibly be justified as cost effective, as cases and deaths are already extremely low.
