Just a brief Google search showed that parking lot robberies have become a favored technique, which should be noted at this woman's hearing. That parking lots are "crowded" doesn't matter, nor does time of day. However, the man said he was looking for a light for his newly purchased cigarettes. If the police didn't at least ask him to show his new pack, they are remiss.
