Investigators say on Saturday night, Penn allegedly stalked and threatened the victim and her boyfriend near a local nightclub. The victims say Penn claimed he had served time for murder and was not afraid of law enforcement.
The next morning, they say Penn forced his way into their apartment.
At that point, the boyfriend shot Penn.
