They say based on evidence and witness testimony, they believe two different guns were used in the incident, including one belonging to Tillman which has yet to have been found.
Cambria County District Attorney Greg Neugebauer says the person who fired the fatal shots has been identified but no arrests have been made.
Neugebauer says his office is reviewing the shooting as "possible justified use of force in defense of self and/or others pursuant to Pennsylvania’s Stand Your Ground Law and/or general self-defense principles."
He says the gun used has been surrendered to authorities and the shooter has been cooperating with investigators.
