Followup MO: Police re-classified shooting as non-justified because of lack of felony by the person shot, no charges for shooter.
ST. LOUIS • City prosecutors declined Thursday to charge a St. Louis man in the fatal shooting of a father of two in Carondelet Park in September until further evidence surfaces.
