Police say this all started with a carjacking by a Public Storage facility near the intersection of G Street and East Hunting Park Avenue around 7:11 p.m.
That's where Cooper allegedly shot a 32-year-old man in the stomach before stealing the victim's Toyota.
During that encounter, police say Cooper exchanged fire with a 29-year-old witness.
A chase then ensued through multiple police districts.
