If I caught someone stealing from me I would shoot. wouldn't matter if it was a diamond necklace or a torque wrench. I have the right to protect myself , my property and others. cops shoot people all the time for not stopping at their command.

What difference is there when you shoot someone for stealing or cops run over bank robbers with a patrol car. Knock down a suspect at 60 miles an hour for running away? stop their crime spree and you are protecting others or future victims. If they were in a cops garage what would be their chances of not getting shot?
