Police said Brandon Whitehead got into an argument with two neighbors after their dogs got loose.
Surveillance footage showed one of the victims fired the first shot.
Police said the shot appeared to be prompted by Whitehead retrieving an AR-15 rifle.
Whitehead faces charges of criminal recklessness with a deadly weapon and possession of a firearm by a serious felon.
